Abstract

Development of technology and more advanced information access give opportunity to public society to access information accurately and fast. The government has an authority to give public service equally to all citizen. In a public service sector that done by the government, development of technology and information has created public service model done by E-government. Investment service and integrated service Satu Pintu is one of organization held public service in pekanbaru in the field of investment service and integrated service Satu Pintu. In conducting the service, (DPMPTSP) have authority to hold public service in the field of licensing service and non licensing service. The research that has done by researcher assign main problem, it is how to apply online system to licensing service through the E-government that based on DPM-PTSP Satu Pintu application in Pekanbaru, and the effectiveness In applying E-government application based about DPM-PTSP Satu Pintu in Pekanbaru. The method used in this research is descriptive observational research with interview and questioner as data collection equipment. The reason of researcher takes this method is to assess the effectiveness in applying online system toward licensing service through E-Government application based in DPMPTSP satu pintu in Pekanbaru. The result of this research shows that DPM-PTSP Satu Pintu in Pekanbaru has applied registration system with online or known as SIMOLEK ( Sistem informasi manajemen perizinan mobile elektronik ), the businessmen don’t need to attend physically in the office of DPM-PTSP, they just register through the web of DPMPTSP based on the needed license and also click technical guide of SIMOLEK. DPM-PTSP has important role to manage the licenses. As SIMOLEK has applied by DPM-PTSP Pekanbaru, the society will be easier to manage the licenses, however not all the licenses submitted to DPMPTSP. The resistance faced in the field especially is not all the handphone can apply SIMOLEK, it just android able to have this application, while the other phones only able access by using the web address given.
