Abstract

In this era of globalization, the needs of the community are increasing, one of which is the use of motorized vehicles, coupled with a relatively young population and the many types of motorized vehicles which result in increasingly hunting road safety problems. To explain a little about motorized vehicles, based on the Law of the Republic of Indonesia No. 22 of 2009 Article 1 (10) motorized vehicles are vehicles that are driven by technical equipment that is on the vehicle". Furthermore, according to "Government Regulation of the Republic of Indonesia No. 44 of 1993 concerning Vehicles and Drivers in Article 2 paragraph (1), motorized vehicles are classified into several types, such as: two-wheeled vehicles, four-wheeled vehicles, and special vehicles. The formulation of the problem in this study is children who do not have a driving license (SIM) based on what factors are the occurrence of traffic violations by children who do not have a driving license (SIM) in the Pekanbaru City Police Resort area. And how are the efforts of the Pekanbaru City Police Resort in Overcoming Traffic Violations committed by children who do not have a driving license (SIM). The research method used is research that is grouped in the type of sociological or empirical legal research, the first step is to collect secondary data, then proceed with research on primary data in the field or according to what is happening in the community. This research is classified as research with qualitative data type, namely by managing primary data sourced from the Resort Police of Pekanbaru City. The results of this study indicate that traffic violations committed by minors are still common and the factors that cause high traffic violations committed by minors are family factors, educational factors, school and social or environmental factors, and the application of law. against criminal acts of traffic violations committed by minors, namely the lack of responsiveness to violations, non-optimal action, and maximum prosecution. Suggestions from this study include the need for counseling or outreach to the community, the intervention of the Police and Judges in giving decisions to children who are fair and humane, the importance of increasing public transportation capital on small roads to facilitate access to the highway, the importance of the role of parents in supervision and all activities of children in the environment in order to gain insight in accordance with procedures and Law No. 22 of 2009 Article 77 concerning traffic and public transportation regarding driving licenses (SIM).
