Abstract

Implementation of the Community Plantation Forest Cooperation Agreement (HTR) between the Company PT. Arara Abadi with the Dosan Village Community (Doral) as a solution to conflict resolution and the welfare of the people around the Company. However, in the course of the cooperation agreement, the community felt that the agreement was not in accordance with current conditions and developments which caused problems in the community. The main problem in this research is how to implement the Community Plantation Forest Cooperation agreement (HTR) between PT. Arara Abadi with the Dosan Village Community (Doral), Bungaraya District, Siak Regency and What are the Barrier Factors in the Implementation of the Community Plantation Forest Cooperation Agreement (HTR) between PT. Arara Abadi with the Dosan Village Community (Doral), Bungaraya District, Siak Regency. This study uses the Sociological or Observational legal research method, which is analytical, while the data collection tool that the author uses is the author uses interviews, documentation and observations with the parties related to the implementation of this Community Plantation Forest cooperation agreement. The implementation of this cooperation agreement is seen from two sides, namely the company side and the community side, the implementation of this cooperation agreement is not fully running well, which from the company side all activities and responsibilities are carried out by the company without any community involvement in the implementation of the cooperation. Then from the community side, the lack of socialization from the company regarding cooperation to the community, so that the community does not understand and know how the process of implementing activities in the collaboration is. However, if it is studied more deeply based on the analysis of the author of the contents of the agreement, the parties to this agreement are contrary to the law which causes the agreement to be invalid and can be canceled by law. Barriers to the implementation of the cooperation agreement from the company side, the lack of public interest in participating in activities as workers in the implementation of the cooperation, then from the community there is no invitation from the company to carry out activities and the lack of structural support in the internal management of community groups.
