Abstract
In improving people's living standards, the government provides loans through pre-credit lines for people who need additional capital to improve and develop their businesses. The State Savings Bank is one of the banks engaged in the credit sector. Many loans are offered, one of which is the Home Collateral Credit (KAR). KAR can be a solution for the community in providing credit funds for consumptive needs, such as house renovation, children's schools. In granting credit, Bank BTN has special criteria to be able to provide loans to customers in accordance with the procedures for granting Home Collateral Credit (KAR) at BTN. The purpose of this observation is to find out the procedure for granting this House Collateral Loan at BTN and to find out the causes of obstacles in the credit agreement. The type of observation carried out is observational research. Sources of data obtained by informants, laws and regulations, expert opinion literature books, as well as the Home Collateral Credit Agreement from the State Savings Bank. Data collection techniques used are observation or observation, interviews with sources or informants, and by reviewing documents, books or archives. The data analysis technique used is the inductive method, namely drawing conclusions from things that are specific and then leading to specific ones. Based on the observations that have been made, it can be concluded that the procedure for granting Home Collateral Loans at BTN has several stages, the first is the credit application stage where the applicant comes directly to BTN with the necessary files. The two stages of investigation and credit analysis include field surveys (OTS) and credit analysis. The third is the credit realization stage, namely the bank's decision to provide loans to debtors with all conditions that have been met by the debtor in accordance with bank regulations. The fourth is the installment and credit repayment stage, in which the debtor must fulfill his obligation to repay his credit in accordance with the agreement until the due date.
