Abstract

IMPLEMENTATION OF DECREE OF THE MINISTER OF AGRICULTURE NUMBER 12 / KPTS / KN.210 / K / 02/2016. CONCERNING PROCESSING MODELS FOR LOCAL FOOD DEVELOPMENT (MP3L) IN THE MERANTI ISLAND DISTRICT ABSTRACT TRI NOVI HARDIANSYAH Keywords: Implementation, Sago. Meranti Islands Regency is one of the national food security development centers for sago producing centers in Indonesia. Around 50% of the national sago needs are supplied from the Meranti Islands Regency, besides the Kepulauan Regency as the largest sago-producing region in Riau and the second-largest sago producer in Indonesia, there are various preparations of raw material for sago, one of the well-known products in Meranti namely sago noodles, sago in the Meranti Islands continue to be digesa to be a superior food commodity, to support the potential of sago to benefit the community, especially for Small and Medium Industries (IKM) players who play an important role in the management of sago in the Meranti Islands, this study aims to determine the Implementation of Minister of Agriculture Decree No. 12 /Kpts/Kn.210/K/02/2016 Concerning the Local Food Development Models (MP3L) Program in the Meranti Islands District. Implementation evaluation used in this study includes Communication, Resources, Disposition, and Bureaucratic Structure. The location of the study was carried out at the Department of Food Security and Food Crops and Animal Husbandry of the Meranti Islands Regency and Small and Medium Industries (IKM) management of sago raw materials by descriptive research method by survey method by observation, interview and documentation. The results showed that the implementation of the Decree of the Minister of Agriculture No. 12 / Kpts / Kn.210 / K / 02/2016 About the Program for the Development of Local Staple Food Products (Mp3l) in the Meranti Islands Regency was said to be Less Implemented. This was proven from the results of the interview. , Resources, Disposition, and Bureaucratic Structure whose implementation is still less than optimal due to lack of socialization and guidance due to the lack of operational and human resources funding sources and the Lack of Supervision of Small and Medium Industries (IKM) as the manager of sago raw materials.
