Abstract

Passport is one of the personal documents that is protected by the State, because when traveling abroad the passport becomes the identity of the Indonesian people as well as the ID card that is valid in Indonesia as an identity. The spotlight on the public (community) sphere cannot be separated from the passport issuance service at the Class I Immigration Office of Pekanbaru City, where the spotlight is seen from the point of view of supervision and accountability for the performance of an employee which in providing services is not so optimal that it will give birth to a mindset in themselves from the community that there is poor supervision in the service system itself. It is analyzed that the lack of firmness on the part of the employees/officers is the cause of the development of the mindset of the community. There is an important factor that cannot be denied in the application of this service system, that there are differences in the field in the implementation and management of these passports which are confirmed by procedures that are not in accordance with the established process. This condition will be a weak factor for officers in implementing supervision. Therefore, the government must be firm and wise in looking at these problems so that passport management services can be carried out properly and can create true satisfaction of public services. This type of research can be classified in the type of empirical, because in this study the author directly conducted research at the location or place being studied in order to provide a complete and clear picture of the problem under study. The conclusions that can be obtained from the results of the study are First, the SOP for Making Passports During the Covid 19 Pandemic at the Class I Immigration Office of Pekanbaru City, namely in this case the Standard Operating Procedures at the Class I Immigration Office of Pekanbaru City are based on the Standard Operating Procedures of the applicable Directorate General of Immigration. for all Immigration Offices in Indonesia. In addition, the Standard Operating Procedures at the Directorate General of Immigration are divided into 5 SOPs, namely SOPs for Visas, SOPs for Immigration Detention Centers, SOPs for Immigration Checks, SOPs for Passports and SOPs for Stay Permits. Second, what are the factors that hinder Passport Making During the Covid 19 Pandemic In the Class I Immigration Office of Pekanbaru City, the lack of public awareness where public awareness is intended is awareness to prepare everything that is a requirement to carry out a service business at the Class I Immigration Office of Pekanbaru City, The relationship between service officers and the community must support each other in order to achieve the expected goals, both from the community and from the officers themselves.
