Abstract

Illegal motorcycle racing is a very risky and dangerous activity because it is carried out without adequate safety standards such as the use of helmets, jackets and protective gloves as well as motorcycle accessories such as mirrors, lights, and machines that do not comply with the specifications. In addition, the action of speeding on public roads also triggers congestion so that it can disrupt the smooth flow of traffic around it. Not infrequently also illegal motorcycle racing causes accidents that cause casualties, both injured and dead. The main problems in this study are the factors that cause teenagers to do illegal racing, know the police's efforts in tackling illegal racing and know the obstacles the police have in tackling illegal racing in the jurisdiction of the Pekanbaru Police. The research carried out is an empirical legal research method using observation research or field surveys directly to the field, to collect primary and secondary data obtained from respondents both through questionnaires and interviews to be used as data or information as material in writing this research. Based on the results of the study, it can be understood that there are traffic laws and road transportation regulations that prohibit illegal racing actions that result in losses for the perpetrators of the race itself and other people as road users. one way that can be done is to review and provide understanding to the perpetrators regarding the applicable rules based on laws and religious orders not to do things that are disturbing and harmful, then find out the factors that cause illegal racing among teenagers which in practice is a a crime that can be punished or fined and what efforts should be made by the authorities to prevent illegal racing actions among children and teenagers who interfere with traffic.
