Abstract
This writing entitled "PT.PLN (Persero)'s legal responsibility for consumer losses due to power outages of PT. PLN (Persero) Area UP-3 Pekanbaru "which has the aim of knowing the legal responsibility of PT. PLN (Persero) towards consumers who experience losses due to power outages. PLN is one of the companies owned by the State that can provide explanations to customers and the public in providing services related to the sale of electricity in Indonesia. Law No. 8/1999 concerning consumer protection (UUPK). End consumers are the final use or use of a product material, while intermediate consumers are consumers who use a product as part of the production process of another product. According to the law on electricity power number 30 of 2009, the provision of electric power is controlled by a part of a country, the implementation of which is carried out by state-owned enterprises. Losses from the consumer result in default because the contents of the agreed agreement are fulfilled, if there is a demand from the consumer, the business actor is responsible for providing compensation for the use of electricity. This shows the existence of a company that generates electricity for its consumers as compensation for power outages. The main problem in this research is what is the cause of the blackout in the area of PT PLN (Persero) Pekanbaru, and how is the responsibility of PT PLN (Persero) for consumer losses due to power outages in Pekanbaru. The method used in this research is to use observational research by means of a survey, namely conducting research directly to the research location using data collection tools in the form of interviews. When viewed from its nature, this research is descriptive, which means that it describes the fact under study about the factors of blackout loss. electric current in the Pekanbaru area and how are the efforts to overcome the blackout in the city of Pekanbaru. From the results of the author's research in the field, it can be seen that the blackout in the PT PLN (Persero) Pekanbaru area such as a damaged PLN network component by a lightning strike, a pole overwritten by a tree, an animal being electrocuted and a blackout condition due to maintenance that occurs due to the network. electric power distribution in the city of Pekanbaru. Meanwhile, the responsibility of PT PLN (Persero) for the losses of electricity consumers is that which applies generally in the law of proof of legal liability from PT PLN (Persero) to consumers using electricity, it is very important to know because it is very important from the consumers themselves who have done their obligations in making electricity payments is entitled to get what should be obtained with the provisions of the applicable law.
