Abstract

Currently, Pekanbaru City is the capital city of Riau Province which is seen from its morphology, it has the Siak River which has the potential to be developed as a waterfront city area. Based on the Master Plan for Structuring the Siak River Area, the Pekanbaru City Government and the Riau Provincial Government since 2002 have discussed organizing the area along the banks of the Siak River with the concept of a waterfront city where the waterfront city concept is a reference for regional development in the Siak Riverside area. The problem they have is that there is no clear development concept and the concept of developing a waterfront city area on the banks of the Pekanbaru Siak River that is in accordance with riverbank development standards, and it is not yet known which development should be prioritized and is more important to plan later. The research method used is mixed methods (mix methods). Mixed methods (mix methods) is a research method that combines or combines quantitative and qualitative methods simultaneously in a research activity so that more comprehensive, valid, reliable and objective data are obtained. Based on the results of the priority analysis, that which becomes the main priority in the development of facilities and infrastructure in the development of the waterfront city area on the banks of the Siak River, Pesisir Village, namely the security aspect with a score of 167 and becomes priority order I, then the beauty aspect with a score of 150 and becomes priority order II, then the safety aspect with a score of 148 and becomes the third priority order, and the comfort aspect with a score of 137 which becomes the fourth priority order.
