Abstract
ABSTRACT Issuance of business licenses in Bengkalis Regency is issued by the regent as stated in Article 18 of the Republic of Indonesia Government Regulation Number 24 of 2018 concerning Electronically Integrated Business Licensing Services. The implementation of the issuance of private school permits by Bengkalis Regency in 2018 must follow the Republic of Indonesia Government Regulation Number 24 of 2018 concerning Electronically Integrated Business Licensing Services. However, in implementing the permit, there are still obstacles where the difficulty of the requirements that must be met in the process of obtaining a private operational permit becomes an obstacle for several private schools, especially small schools, which were originally built as educational service providers. However, in Permendikbud No. 25 of 2018 there must be a commercialized business license. The main problem in this research is First, how is the implementation of the issuance of private school permits by the Bengkalis Government in 2018 and Second, what are the obstacles in the implementation of the issuance of private school permits by the Bengkalis Government in 2018. This type of research is by means of a survey, research that takes a sample of the population using interviews as the main data collection tool. The nature of descriptive research is to describe the current state of the subject or research object based on the facts that appear to be what they are. The implementation of the issuance of private school permits by the Bengkalis Government in 2018 based on Government Regulation Number 24 of 2018 concerning Electronically Integrated Business Licensing Services or abbreviated as OSS (Online Single Submission) has been mandatory since July 2018. One of the things tied to online licensing is licensing. establishment of schools (educational units). Online licensing will make it easier for business actors, especially in the field of education, to carry out their activities. In line with PP. 24 of 2018, the Ministry of Education and Culture has made direct reference guidelines for OSS in the Education Sector. Based on the Regulation of the Minister of Education and Culture Number 25 of 2018 concerning Electronically Integrated Business Licensing for the Education and Culture Sector. Constraints in implementing the issuance of private school permits by the Bengkalis Government in 2018. After the enactment of Permendikbud No. 25 of 2018 business actors are required to register for business activities by accessing the Online Single Submission (OSS) page. This policy became an obstacle for several private schools, especially small schools, which were originally built as educational service providers. Permendikbud No. 25 of 2018 there must be a commercialized business license. The existence of this regulation is burdensome for private schools which can be said to be small in reality, they do not charge fees, even with the existence of grants it can help students.
