Abstract

Bengkalis Regency is the only regency in Riau Province that runs a rice program for the autonomous poor community of Bengkalis Regency whose funds are sourced from the Bengkalis Regency APBD. This program emerged because the Bengkalis Regency government considered that the poor people listed in the Integrated Database managed by the National Team for the Acceleration of Poverty Reduction (TNP2K) did not receive poor rice (Raskin) every month. Lack of coordination between BPNT Implementation Officers and beneficiaries, so that the number of data on recipients of non-cash food assistance from year to year always experiences problems, this is due to the name proposals that are not updated every year. Meanwhile, there are people who have died, moved houses and so on. Implementing officers do not fully understand their duties in managing BPNT so that the distribution of BPNT assistance is often not on target. It aims to identify and analyze the implementation of the Autonomous Non-Cash Food Assistance Program (BPNT) in Mandau District, Bengkalis Regency. This research uses Wahab's theory with policy implementation indicators from Edward III, namely Communication, Resources, Disposition and Bureaucratic Structure. The type of research used in this research is a descriptive survey with qualitative methods. There were 10 informants in this study consisting of the Camat, Secretary of the Camat, Lurah, and Community Recipients of Assistance. Data collection techniques with interviews and data analysis on the site were developed by Miles Huberman. The results of the research on the implementation of the Autonomous Non-Cash Food Assistance Program (BPNT) policy in Mandau District, Bengkalis Regency, are known to be in the not yet optimal category. This study concludes that the implementation of the Autonomous Non-Cash Food Assistance Program (BPNT) policy in Mandau District, Bengkalis Regency is in the category not yet maximized. The inhibiting factor is that there are still many people who do not know information about the implementation of the BPNT program, therefore it is suggested to the sub-district government to provide comprehensive socialization to the community regarding the implementation of the Autonomous BPNT program.
