Abstract

Waste is the result of the residue of human daily activities and / or natural processes in a solid form. Garbage must be managed properly so that problems do not arise that have an impact on the environment and health. Therefore, waste management activities must be carried out so that unwanted problems do not occur. Judging from the Kampar District Regulation Number 23 of 2009 concerning waste management, waste management is a systematic, comprehensive and balanced activity which includes waste reduction and waste handling activities. The location of this research was carried out in Kubang Jaya Village, Siak Hulu District, Kampar Regency. Which is the responsibility of the Kampar District Environmental Agency on the basis of the Kampar Regent Regulation Number 48 of 2016 concerning the Position, Organizational Structure, Duties and Functions as well as the Work Procedure of the Kampar Regency Environmental Service. As a result of the lack of budget and facilities and infrastructure for solid waste in Kubang Jaya Village, it has resulted in the accumulation of garbage, burning garbage, littering and the stench of garbage that reaches community settlements. The purpose of this study was to determine the evaluation of waste management by the Environmental Agency in Kampar Regency and to determine the inhibiting factors of the Kampar Regency Environmental Service in waste management. This research method is descriptive qualitative, which is to investigate objects that cannot be measured using numbers because the aim is to reveal events or facts, circumstances and phenomena during the study. The indicators that measure in this study are Effectiveness, Efficiency, Adequacy, Smoothness, Responsiveness and Accuracy. The results of this study indicate that the waste management carried out by the Environmental Service of Kampar Regency in Kubang Jaya Village has not been going well. Because there is no schedule for routine waste transportation and the socialization of waste utilization as a whole. As for things that need to be improved, it is hoped that the local government will provide sufficient budget for the implementation of waste management activities and provide good and adequate facilities and infrastructure..
