Abstract

This study aims to determine and analyze the implementation of public policy on the Integrated Licensing Management Information System (SIMPATI) study at the Office of Investment and Integrated Services (DPMPTSP) of Indragiri Hilir Regency. This research is a descriptive study with a quantitative approach. The population in this study was the executor of the policy, namely the employees of DPMPTSP Indragiri Hilir Regency who served in the licensing service with a total of 31 people. The sampling technique in this study is the Total Sampling or Census that makes all members of the population as samples or respondents. Data collection techniques used were questionnaire, interview, observation and documentation. This study uses the Edward III implementation model which consists of indicators of Communication, Resources, Disposition and Bureaucratic Structure. The results of this study indicate that the implementation of SIMPATI public policy in the DPMPTSP of Indragiri Hilir Regency is included in the Good Enough category. This is caused by the presence of several inhibiting factors namely in the aspects of Communication, Resources and Bureaucratic Structure. In the Communication aspect, socialization to the public or business people is still limited. Furthermore, in the Resource aspect, there are no permanent employees who are competent in handling and developing the system, in the Bureaucratic Structure aspect there are still many permit applicantswho have not been able to take care of permits online in accordance with established procedures. Therefore, it is recommended to the Head of DPMPTSP Regency of Indraigiri Hilir to increase socialization to the community or business people, add permanent employees who have knowledge and competence in maintaining and developing the system, as well as improving the facilities and infrastructure they have
