Abstract
Narcotics trafficking which is increasing and extending to all villages in the Rokan Hulu Regency Region causes a significant increase in narcotics abuse. Narcotics circulation is a very cruel crime and difficult to overcome because it has used the modus operandi and sophisticated strategies. This crime makes people worried because the main target of this narcotics distribution is teenagers. This will greatly affect the life of the nation and state in the future. The problem in this paper is related to how the causes of narcotics illicit trafficking and efforts to tackle narcotics illicit trafficking as well as what are the inhibiting factors in efforts to tackle narcotics illicit trafficking in the Rokan Hulu Resort Police Department. Judging from the type of this study classified in observational research or field research that is research by survey or go directly to the location of the study, while its descriptive nature. Data collection tools used in the form of interviews and questionnaires. Data analysis is grouped according to type and presented in the form of sentence and table descriptions, then analyzed based on applicable laws and opinions of experts. From the results of this study is the cause of narcotics illicit trafficking, namely economic factors, the lack of jobs and does not require special expertise enough capital courage. Mitigation efforts undertaken by the Rokan Hulu Resort Police in the form of socialization and counseling related to the dangers of narcotics as well as inhibiting factors in efforts to tackle narcotics circulation due to two factors namely internal and external factors.
