Abstract

The purpose of this study was to evaluation of Cash Labor Intensive Program (PKT) in the infrastructure development of Bangun Purba Timur Jaya Village Bangun Purba Subdistrict Rokan Hulu District and its inhibiting factors. This research method is quantitative by distributing questionnaires to respondents, and the data were analyzed by quantitative descriptive. The results shown: 1) The overall evaluation of this program is quite good. First, this program has been effective by accelerating the absorption of the use of village funds for village development, although it has not been fully realized for all hamlets. Second, this program is not efficient because with the budgeted costs, time spent on construction, and the ability of the workforce of the RTM community involved, it has not been able to provide efficient results due to limited experience and expertise of RTM in the carpentry sector. Third, this program has not provided sufficient funds, because after the construction is complete, the RTM will return to its normal routine so that the money earned is temporary. Fourth, this program has not provided an equalization because the number of development plans is not proportional to the number of existing RTMs, so there are still RTMs that have not been involved in this program. Fifth, this program still does not have an element of responsiveness due to the limited Rokan Hulu Regional Regulation which technically discusses the mechanism for implementing PKT in the Village. Sixth, this program is considered to be still not on target considering that this village does not have obstacles in accessing basic services and expanding service quality long before the PKT was rolled out. 2) The obstacles to this program consist of the lack of socialization of the PKT program and the lack of intensity of assistance from village facilitators and local village facilitators by the Rokan Hulu DPMD.
