Abstract

ABSTRACT The minimal participation of the people of Dumai City in efforts to prevent and eradicate narcotics crimes has resulted in law enforcement against them not running properly. Community negligence must be dealt with firmly because it ignores the obligations stipulated in Law Number 35 of 2009 concerning Narcotics, namely that every person is obliged to report to the competent authority if they are aware of a narcotics crime. happened, is, or will happen. This research has 2 problem formulations, namely: How Law Enforcement Against Non-reporting of Narcotics Crime in the Legal Area of Dumai City (case study decision number 175 / Pid.Sus / 2018 / PN.Dum) and What are the Obstacles in Law Enforcement Against Acts of Not Reporting the Occurrence of Narcotics Crime in the Legal Territory of Dumai City (case study decision number 175 / Pid.Sus / 2018 / PN.Dum) The method used to answer these problems is sociological research by conducting field research at the Dumai Police. The data used in this thesis are obtained through interviews, literature books, legal journals, theses, laws, electronic data, and a large Indonesian dictionary. The entire data that has been obtained is then analyzed qualitatively, then it is concluded through the deductive method. The results of the research show that law enforcement against the occurrence of not reporting the crime of narcotics applies to anyone who deliberately does not report the occurrence of a narcotics crime. The process of investigation and investigation carried out by the police on narcotics cases aims to find and collect evidence and with this evidence make clear the criminal acts that have occurred in order to find the suspect.
