Abstract

The development of the era is increasingly rapid, causing serious problems increasingly difficult for organizations to face. Every organization is faced with conditions complex that requires the organization to empower all components of HR which he has. Job transfer is one way to utilize human resources to be used efficiently. Humans are recognized as a factor which is essential in every organization, even though today's technological developments increasing rapidly, but the human factor still plays an important role important in it. Therefore, if the management and arrangement of humans is not considered properly, the achievement of organizational goals will undoubtedly interrupted. Next, determine the procedures forimplementing theduties and functions of BKDPSDM Indragiri Hilir Regency in carrying out mutations within the Indragiri Hilir Regency Government. The number of research samples was 2 people with an interview approach, namely the Head of the Agency for Personnel and Human Resources Development, Indragiri Hilir Regency and the Head of Mutation and Promotion Division, Indragiri Hilir Regency. Research data collection was carried out by means of observation, interviews and documentation. Data analysis used descriptive method. The results of this study can be concluded that the implementation of the transfer of Civil Servants in Indragiri Hilir Regency has been running in accordance with Government Regulation no. 17 of 2020 which is an Amendment to Government Regulation Number 11 of 2017 concerning Management of Civil Servants. With the mutation, it can increase the experience and work ability of employees, as well as to eliminate employee boredom with the work environment so as to increase work motivation and provide job satisfaction while carrying out the duties and functions of BKDPSDM, related to mutations there were no cases, there were no significant complaints.
