Abstract
Revitalization of public facilities is a necessity for regional development. Because revitalization involves the task of local governments in providing services to their citizens. The people's market is one of the public facilities that requires government attention. The market itself is inseparable from people's daily lives, becoming the economic center of an area, a meeting place for sellers and buyers. For that we need a representative market, which is comfortable, safe, which is able to accommodate a lot of sellers and buyers, as well as other economic activities. Cik Puan Market in Pekanbaru City, as one of the people's markets owned by the Pekanbaru City Government, requires immediate revitalization. This market has experienced 9 (nine) fires. Pekanbaru City Government has started the revitalization of Cik Puan Market in 2009. However, the development process was forced to stop due to asset problems. Most of the market land is an asset owned by the Riau Provincial Government. There was a tug of war between the two local governments. The change of leaders in the two regions did not necessarily solve the problem. Collaboration between the two local governments never happened. The Riau Provincial Government still does not want to hand over its assets to the Pekanbaru City Government because it does not agree if the Pekanbaru City Government revitalizes Cik Puan Market through a third party. Meanwhile, according to the Pekanbaru City Government, the revitalization requires the presence of the private sector, not using the state budget (APBD or ABPN). The problem of overlapping assets was finally resolved when Riau Governor Syamsuar agreed with Pekanbaru Mayor Firdaus to hand over a number of assets. The handover report was signed on April 30, 2021. The next issue is to wait for what the Pekanbaru City Government will do in revitalizing Cik Puan Market.
