Abstract

Marriage is a relationship between a husband and wife who are legally married, and it is hoped that the creation of a sakinah, mawaddah, warahmah family is expected. In essence, the purpose of marriage is to form a family by continuing a happy and eternal offspring. However, nowadays, the problems that exist in marriage are very diverse, ranging from small fights to divorce, in other words, there are many factors that cause marriages to not work according to the purpose of marriage. Marriage requires preparation both mentally, financially and knowledge about marriage. So it is necessary to have pre-marital training by BP4 which is the only body that strives in the field of marriage advisory and divorce reduction whose implementation is carried out before carrying out marriage, the aim is to know about marital life and prepare for domestic life later. The formulation of the problem in this study is as follows: first, how is the implementation of pre-marital training by BP4 (Marriage Advisory, Development and Preservation Agency) Pekanbaru City in Pekanbaru City. Second, is the implementation of premarital training by BP4 (Marriage Advisory, Guidance and Preservation Agency) effective in reducing the divorce rate in Pekanbaru City in 2020. For this research, the author uses empirical sociological legal research, namely research carried out by observational research, namely by means of surveys or directly to the research location using data collection tools in the form of interviews, questionnaires and documentation. Meanwhile, judging from its nature, this research is descriptive analytical. The type of drawing conclusions using the deductive method, namely from general to specific. From the results of the research and discussion that the researchers found, first, in terms of the implementation of the Pekanbaru City BP4 pre-marital training, it was carried out through two stages, namely the pre-implementation stage and the implementation stage. The pre-implementation stage is that the bride and groom must meet the procedures before carrying out pre-marital training. As for the implementation stage, the material presented is about policies for marriage guidance and introductions as well as learning contracts, building relationships in the family, preparing a family that is sakinah, mawaddah and warramah that is eternal and happy. Second, the effectiveness of the implementation of pre-marital training is not going well, because the divorce rate is still high in the Pekanbaru Religious Court. However, this pre-marital training provides many benefits for participants who take part in pre-marital training in realizing a harmonious family. When viewed from the effectiveness of pre-marital training, the cause of its ineffectiveness is the imposition of implementation costs on prospective brides who register and the lack of socialization about the role and function of BP4 in the community.
