Abstract

The problem of criminal acts in Indonesia is increasing and of course increasingly worrying. One of the problems of criminal acts that shackles, the Indonesian state puts the Indonesian state into the subject matter that is already very concerning, namely Narcotics. The problem of Narcotics Crime is a crime that often occurs in various villages, one of which is in the Kampar Kiri Police Area. The problems in writing this thesis are efforts to control the circulation of narcotics crime group I in the jurisdiction of the Kampar Kiri Police and discuss the inhibiting factors for overcoming the circulation of narcotics crime group I in the legal area of the Kampar Left Police. The type of research used in this study includes observational (non- doctrinal) legal research. This research was conducted at the Kampar Kiri Police. The data used in this study used primary data and secondary data. Data collection tools using interviews. The population and sample are the parties related to the overall problem of this research. The data analysis used is a qualitative technique by means of deductive inference. The results of the study show that efforts to overcome the circulation of narcotics crime class I in the jurisdiction of the Kampar Left Police have made maximum efforts with several efforts, such as preventive efforts by conducting socialization with the community, conducting raids. However, there are still obstacles in overcoming the circulation of narcotics crime group I in the jurisdiction of the Kampar Kiri Police, namely the area area, community factors, law enforcement factors, the limited number of Kampar Kiri Police personnel, where there are only 25 members, facilities and infrastructure factors which has only one operating car and does not yet have a detector, and a telephone tapping device, economic factors and factors for organized narcotics circulation.
