Abstract

Law enforcement against the smuggling of shallots in the Bengkalis Police jurisdiction has not run optimally, because the smuggling of shallots is still rampant in the Bengkalis jurisdiction. Law enforcement is also not optimal due to the limited number of personnel and facilities and facilities related to the minimal number of patrol boats owned by the Bengkalis Police Chief of Staff in carrying out investigations and investigations into the smuggling of shallots in the jurisdiction of the Bengkalis Police Chief of Police. Based on the background of the problems described above, the authors first determine the Law Enforcement Against Smuggling Shallots in the Bengkalis Police Legal Area and Obstacles or Obstacles in Law Enforcement Against Smuggling Shallots in the Bengkalis Police Legal Area. This writing, when viewed from the type of research, can be grouped into sociological legal research by means of survey research, meaning that a research conducted by the author directly goes down to the field to obtain information and data related to this author's research. Survey research is research that takes samples from one population by using interviews as the main data collection tool. Law Enforcement Against Smuggling of Shallots in the Bengkalis Police Legal Area has not run optimally, because the smuggling of shallots is still rampant in the Bengkalis jurisdiction. Law enforcement is also not optimal due to the limited number of personnel and facilities and facilities related to the minimal number of patrol boats owned by the Bengkalis Police Chief of Staff in carrying out investigations and investigations into the smuggling of shallots in the jurisdiction of the Bengkalis Police Chief of Police. The existence of external inhibiting factors in the form of weather and water conditions, also hampers the performance of the Bengkalis Police Satpolir so that law enforcement in the waters does not run optimally, while the Barriers to Law Enforcement Against Smuggling of Shallots in the Bengkalis Police Legal Area are law enforcement factors, facilities and facilities. as well as the legal culture of the people who do not understand and comply with the prohibition on the transportation of shallots that do not have transportation documents based on Law Number 16 of 1992 concerning animal, fish and plant quarantine and Government Regulation no. 14 of 2002 concerning Plant Quarantine.
