Abstract

The role of the Center for Drug and Food Control related to the supervision and licensing of a drug and food is very important because BPOM is an agency appointed by the government related to the supervision and licensing of a product to be circulated to the public or consumers. However, although supervision and action have been carried out, there are still some traditional medicines that do not have a distribution permit or include hard drugs that are not allowed to be circulated in Pekanbaru City. The main problem of the research is how is the legal protection by the Pekanbaru City Food and Drug Supervisory Center in the circulation of traditional medicines in the community, and what are the obstacles in providing legal protection to the public as consumers by the Pekanbaru City Food and Drug Supervisory Center in the circulation of traditional medicines. The research method is a type of legal research, observational research or survey. while its nature is descriptive, that is, where the author describes in a clear and detailed manner the problems to be studied. The results of the study show that legal protection by the Pekanbaru City Food and Drug Supervisory Center in the Circulation of Traditional Medicines in the Community has not run optimally even though law enforcement has been carried out against perpetrators who distribute traditional medicines and have made preventive efforts in the form of strict supervision of the circulation of traditional medicines, but Traditional medicines that do not have a distribution permit are still circulating in the community. The obstacle in providing legal protection to the public as consumers by the Pekanbaru City Food and Drug Supervisory Center in the Circulation of Traditional Medicines is that there is no fixed time for supervision in the field in supervising the distribution of traditional medicines through traditional medicine distribution facilities, which is only carried out with a one-time inspection that should only be carried out once. According to the schedule rules made by the Center for Drug and Food Control, the supervision schedule is every six months, there is no legal counseling or socialization, there are no consumers who file complaints about the problems of circulating traditional medicines that are not fit for circulation and there is still a lack of guidance to business actors and the public in use of traditional medicine.
