Abstract
Guidance for prisoners is intended so that inmates do not repeat their actions again. Recidivists need special coaching so that criminal activity does not recur. Pasir Pangarayan IIB Prison, Rokan Hulu Regency, provides guidance in the form of skills development, knowledge of rules, and religious guidance with the aim that the prisoner does not commit his actions anymore and has the ability to change his life in the community. However, the training carried out for recidivist prisoners has not been maximized so that the prisoners do not yet have the ability and skills to be applied in society. The purpose of this study was to determine and the Barriers to the Effectiveness of the Development of Prisoners at Pasir Pangarayan Prison IIB, Rokan Hulu Regency. The research method used is a qualitative method. The results showed that the effectiveness of recidivist coaching at Pangarayan IIB Prison had been carried out but it was not maximal for each recidivist activity and coaching through skills, general knowledge and religious activities was not maximized. not yet and there is no set time for coaching so that coaching activities have not been carried out optimally. In conclusion, the effectiveness of training for recidivists at Pasir IIB Lapas has not been carried out properly due to the limited number of officers in conducting coaching, limited space for guidance and the absence of special officers who have the ability. provide guidance to recidivists. The author suggests that the Pasir Pangarayan IIB prison have special officers in conducting coaching, the need for additional officers in conducting coaching and determining the timing of coaching activities for recidivist prisoners.
