Abstract

Interpersonal Communication of the Civil Service Police Unit in Controlling Food and Beverage Traders by Car in Pekanbaru City M. Ridho Kurniawan (159110166) Public order will be the first step in the success of the ongoing development. For this reason, the Pekanbaru City government needs to issue clear policies and communicate personally to the people of the city of Pekanbaru by confirming the issue of public order in accordance with the conditions in Pekanbaru at this time. To regulate this, the Police Unit whose name is the Civil Service Police Unit. In fact what happened in the field did not work optimally, and this can be seen from the majority of the traders who sell do not want and do not want to move to the market location provided by the government. The price for renting shop houses is high and there is no supervision for people who sell, so this is increasingly spreading the number of traders selling on the sidewalk. The purpose of this study was to analyze the interpersonal communication of the Civil Service Police Unit in controlling food and beverage traders using a car in Pekanbaru City and the inhibiting factors. This type of research is descriptive qualitative. The subjects in this study were the head of the Satpol PP, members of the Satpol PP and traders who sold by car. The results of this study indicate that members of the Satpol PP have poor and not optimal interpersonal communication. This is indicated by the number of interviews that show that the Satpol PP is not in accordance with the needs of the community in controlling traders who use cars. The communication between the Satpol PP and the traders uses coordination before taking action and the communication is still persuasive and mutually controlling and the targets of operations and actions are able to bring order to the traders.
