Abstract

In reality, the prosecutor can not only serve as a public prosecutor in court proceedings, but can also act as a lawyer who was previously given a special power of attorney to resolve cases related to law, both civil and state administrative cases. This is based on Article 30 Paragraph (2) of Law No. 16 of 2004 concerning the Prosecutor's Office of the Republic of Indonesia. The formulation of the problem in this research is, first, how is the non-litigation dispute resolution process against the Pekanbaru Health Social Security Administering Body problems in the civil sector carried out by the State Attorney at the Riau High Court?. And secondly, what are the obstacles in the non-litigation dispute resolution process regarding the Pekanbaru Health Social Security Administering Body which was carried out by the State Attorney at the Riau High Court?. This study uses the method of Sociological law research (empirical) or observational (observational research) which is descriptive analysis with data collection using interview and survey techniques. The location chosen to conduct this research was at the State Attorney's Office at the Riau High Court. The results of this study are non-litigation settlement of disputes against the problems of the Pekanbaru Social Security Administration in the Civil field carried out by the State Attorney at the Riau High Court consisting of 2 factors, namely the factor from the State Attorney at the Riau High Court and the second factor from the State Attorney General's Office. Obstacles in carrying out the non-litigation dispute resolution process on the problems of the Pekanbaru Health Social Security Administering Body in the Civil field carried out by the State Attorney at the Riau High Prosecutor's Office, occurred due to several factors, namely the factor of the State Attorney at the Riau High Court and the second factor, namely the which comes from the Pekanbaru Health Social Security Administering Agency itself and the third factor, namely the factor that comes from AJ.
