Abstract

Persons with disabilities have the same rights and obligations as citizens. In terms of public services, persons with disabilities have equal access to public services in all fields including education and employment. This study aims to determine the accessibility of persons with disabilities in public services in the fields of education and employment and to find out the responses of persons with disabilities to these public services. Accessibility in this study is viewed from four dimensions, namely the cognitive dimension, behavioral dimension, administrative bureaucracy dimension and the dimensions of facilities and infrastructure. This research takes the main problem, namely how is the implementation of law number 8 of 2016 regarding persons with disabilities in accessibility in the field of education and employment in the city of Pekanbaru? And what are the factors that play a role in fulfilling the right to education and employment for persons with disabilities in the city of Pekanbaru? This study uses a qualitative descriptive research approach. Informants were determined based on purposive sampling technique. Sources of data used are primary data sources and secondary data with data collection techniques using interviews, observation and documentation studies. The data analysis technique used qualitative analysis techniques. The results of this study indicate that the accessibility of persons with disabilities in public services in the field of education and employment in Pekanbaru City varies in each dimension. On the cognitive dimension, all aspects show good accessibility. The behavioral dimension also shows good accessibility because all aspects are included in good accessibility. The dimensions of the administrative bureaucracy show good accessibility, although the aspect of the availability of channels to convey aspirations or complaints in public services is not good. In contrast to the previous three dimensions, the dimensions of facilities and infrastructure show poor accessibility. In terms of public services, persons with disabilities are of the opinion that the government has provided good public services but has not been maximized and requires a lot of evaluation.
