Abstract

The purpose of this study was to determine work competence of the employees at Batang Peranap Office Subdistrict Indragiri Hulu District and also their inhibiting factors. This research method is descriptive qualitative. Data collection techniques consisted of observation, interviews and documentation. Sources of data in this study came from interviews as primary data from informants, and supported by secondary data. Data were analyzed descriptively qualitatively. The results of the study show the work competence of the employees has not been fully optimal in improving quality services to the community. This is because there are still employees who have not been able to position themselves as leaders because they consider only elementary school graduates so that it is administratively difficult to participate in job training. Willingness to help the community’s difficulties is not optimal because there is no information officer, has not been able to show the willingness to listen to complaints and feel every problem experienced by others. Have different views in solving work problems, both prioritizing cooperation and independently. The inhibiting factors for the work competence of the employees consisted of the sub-optimal supervision of the sub-district head due to busy work, limited facilities and infrastructure to support competence and the lack of human resources who master technology and information.
