Abstract

The sub-district government is a formal organization of local government apparatus that functions to run general government and serve the wider community within the scope of the sub-district area. Therefore, the sub-district government's duties and functions are quite decisive and support the implementation of good governance in the region. In its form the Disdukcapil UPT in the district for closer, effective, efficient, easy, safe and fair services. There are times when other affairs are difficult to reach by the community so it is necessary to hold a Technical Implementation Unit (UPT) in the District. Effectiveness is a form of ability to complete tasks and functions within an organization and the like in the absence of pressure from the implementer. The purpose of this study was to describe the effectiveness of employee performance in the service of making birth certificates at UPT Disdukcapil Mandau District and to find out what obstacles were in making birth certificates. As for this type of research using qualitative methods. Determination of informants in this study using the purpose of sampling method, with the consideration that the appointed informants know and understand the problem of the research topic needed. The results of this study indicate that the UPT Disdukcapil employees of Mandau District have been effective, although there are still some obstacles that need to be improved and fixed. This can be seen from the implementation of the tasks in accordance with the planning, duties and functions, the number of employees who are sufficient to carry out the tasks, the implementation time is appropriate and supported by the skills of the employees and the service is free of charge.
