Abstract

One of the efforts to improve licensing services at DPMPTSPTK Kuantan Singingi is implementing e-government through online licensing and nonlicensing management which can be accessed on the SIPPADU website (Integrated Licensing Service Information System). The purpose of this study was to determine and analyze implementation of e-government in improving licensing services at Capital Investment One Door Integrated and Labor Service (DPMPTSPTK) Kuantan Singingi Regency and its inhibiting factors. This research method is quantitative, by giving questionnaires to 33 samples, then the data obtained is analyzed by descriptive percentage. The results of the study shown: 1) Overall, the implementation of e-government in improving licensing services at Capital Investment One Door Integrated and Labor Service (DPMPTSPTK) Kuantan Singingi Regency got a total score of 1.964 located between 1.486 – 2.079 interval so it is classified as "Good Enough". This is because there are indicators that are still quite good, namely the content indicators, the SIPPADU website is considered not able to help visitors meet their needs. In the interactivity indicator, the SIPPADU website is considered unable to increase public participation. In terms of innovation indicators, although the SIPPADU website already has a search engine service, it does not function optimally and there is still no faq facility (frequently asked questions). 2) The inhibiting factors consisted of limited resources and the lack of socialization to the community.
