Abstract

Accountability is not only carried out by the perpetrator who serves as the Head of Tanjung Punak Village, but can also be held accountable for other village officials, such as the secretary, treasurer and others, but it is very unfortunate that the responsibility for criminal acts of corruption in the Village Fund is absolutely borne by Ismail as the Village Head. Tanjung Punak, Rupat Utara District, Bengkalis Regency. Based on the above background, the main problem in writing this thesis is firstly Criminal Accountability Against Corruption Conducted by the Village Head in the Bengkalis Police Legal Area and the second is the Obstacles and Constraints on Criminal Accountability Against Corruption Committed by Village Heads in Bengkalis Police Legal Area. This type of research is sociological or observational research by means of survey, namely research that takes data directly from the population by means of collecting data, namely interviews, after which the data is collected and processed so that conclusions can be obtained using the deductive method. Meanwhile, if viewed from its nature, this research is descriptive, namely research that explains in clear and detailed sentences. Criminal Accountability Against Corruption Committed by the Village Head in the Bengkalis Police Legal Area that this was not only done by Defendant Ismail as the main perpetrator, but there were other parties involved in the corruption crime such as Syafi'i as Treasurer, Idris as Secretary In the village, Isa as the Head of BPD Tanjung Punak Village, Rupat Utara District, Bengkalis Regency, while Obstacles and Constraints on Criminal Accountability Against Corruption Committed by the Village Head in the Legal Area of the Bengkalis Police include Human Resources, Law Enforcement Mentality Factors in the framework of law enforcement and the weak faith of Village Fund Managers in carrying out their duties.
