Abstract

Development in particular, billboards, billboards, advertising banners require, of course, the control of local governments. The city of new pekanzhou is now experiencing rapid growth, resulting in increased registrations or addressers in the new pekanbaru city. The study is aimed at finding out how the mayor's rule against the new pekandized no-billboard arrangement was implemented. The question in this study is that there are still a steady number of illegal forms, illegal standing without a permit, and that can damage the beauty of Pekanbaru city. The method used in research is a descriptive qualitative study method. The result of this study was that the installation of a billboard had to be registered and had a standing permit. A standing billboard had to pay a tax for the new municipal revenue agency. Control and policing are maintained by the police department that must be conducted with inquiry and inquiry first. When a form of a billboard is not in place it will be cut and dismantled. The implementation of the implementation is not yet optimal since there are still obstacles to the implementation. These would include limited human resources, inadequate surveillance budgets, and low level of consciousness for the addressers in the Pekanbaru city.
