Abstract
Implementation of Work Agreements for Freelance Workers at the Plant Service Food, Horticulture and Plantation of Riau Province are based on Work Order (SPK) is not in the form of a employment agreement Contract status and also rules governing THL does not clearly lead to legal protection against THL becomes unclear. If a dispute occurs, problems will arise to the court where the dispute is resolved between THL and the Agency must based on the Work Agreement, not just a Work Order (SPK) alone.
