Abstract
The implementation of the right to educational facilities and infrastructure by the regional government based on Government Regulation Number 19 of 2005 concerning National Education Standards in the implementation of the Pelalawan District Government still has problems. In this study, the main problem was formulated regarding the implementation of the right to education by the regional government based on Government Regulation Number 19 of 2005 concerning National Education Standards in Kuala Kampar Sub-District, Pelalawan Regency, and also related to the inhibiting factors for the implementation of the right to education by local governments based on Government Regulation Number 19 Year 2005 on National Education Standards in Kuala Kampar District, Pelalawan Regency. This research is a sociological or empirical law that bases on secondary data as a source of data in addition to primary data. The research was conducted by library research and field research. Data analyzed qualitatively. The results of the analysis are presented descriptively. The results showed that the implementation of the right to education by local governments based on Government Regulation Number 19 Year 2005 Regarding National Education Standards in Kuala Kampar District, Pelalawan Regency, has not been fulfilled yet. There are still many educational facilities and infrastructure that are not available in every school, both elementary and junior high schools. And the inhibiting factor for the implementation of the right to education by local governments based on Government Regulation Number 19 of 2005 concerning National Education Standards in Kuala Kampar District, Pelalawan Regency is due to budget constraints, priority scale, and the extent of the area with little funds.
