Indonesia is a country that is in an earthquake prone area. In accordance with the earthquake code prevail in Indonesia. Jakarta is one of the areas with a high level of earthquake risk. Currently, the concept in evaluating the performance of structures against the effects of strong earthquakes has been introduced which it is called by the concept of performance based design (pushover analysis). In this study, the structure of an irregular multi-storey building will be evaluated, which is a flats located in earthquake-prone areas, Jakarta City with 11 floors and a height of 36,5 m. The purpose of this research is to determine the level of performance in the building structure, as well as to show the position of the plastic hinges that occur from the calculation results of the ETABS program. To determine the performance of the structure in high rise buildings, irregular, and buildings that require very large accuracy, it is necessary to analyze the response spectrum which is then analyzed using performance based analysis to determine the level of performance of the building structure in estimating maximum force, deformation that occurs, and obtain information on the position of the plastic hinge. In this performance based design research, the capacity spectrum (ATC-40) and displacement coefficient (FEMA 440) methods will be used. The results obtained from the data analysis are that the performance level of the structure of Flats in the City of Jakarta according to ATC-40 and FEMA 440 is the Immediately Occupancy (IO) level, when an earthquake occurs, only slight structural damage occurs, so the building is safe and can be used immediately, and the majority of plastic hinge positions occur in column elements and then occur in beam elements, this situation does not meet the design concept of strong column weak beam or the column in the structure is in a weak state.
