Abstract

In the State of Indonesia, it always strives for the health of its people to build a better nation, and reduce the effects of disease and a reduction in the number of sick people. The government always wants to create services adequate health care so that the community is always in good health. Indonesia doesn't only advance in terms of education but also in terms of health. Competence of Service Providers related to knowledge and friendliness officers in providing services and their ability to inspire trust and convenience for service users. Aspects to be given by a service office to the community, namely by providing a good response, fast and responsive in responding to any public complaints and providing maximum service, especially in every service. Personnel coaching at The office of Fulfillment of facilities and infrastructure is directly related to the assessment first from the community. As for the main problems in: 1) Service Implementation Issuance of an Independent Doctor's Practice Permit in Kubu Babusalam District, Kabupaten Rokan Downstream in 2009?. 2. Obstacles in Issuing a Doctor's Practice License Independent in Kubu Babusalam District, Rokan Hilir Regency in 2009? The research method used in this research is research Observational Research (field research) using the tool method data collection is by conducting a question and answer interview. This research also uses a survey method that is descriptive in nature, namely by means of: examine directly the existing data and supported by primary and secondary data secondary data. The results of the research are Health development as one of the efforts National development is directed at achieving awareness, willingness and ability to live a healthy life for every citizen in order to realize a high degree of health optimal. In the National Health System (SKN), health workers are the main of the health HR subsystem, namely the order that brings together various efforts planning, education and training, as well as integrated health utilization and support each other, in order to ensure the achievement of a high level of public health as high as possible. The main elements of this subsystem are planning, education and training, and utilization of health workers. In "Minister of Health Regulations" Republic of Indonesia Number 2052/MENKES/PER/X/2011 concerning Practice License Implementation of Medical Practice, in Article 1 paragraph (1) reads: Medical Practice is a series of activities carried out by doctors and dentists towards patients in carrying out health efforts. Where this medical practice must have permit or practice permit described in “Article 1 paragraph (4) that: practice, hereinafter abbreviated as SIP is written evidence provided by the health office district/city to doctors and dentists who will practice medicine after meeting the requirements. People still feel that the service process Licensing carried out by government officials still seems not good at all public eyes, such as a convoluted process, lack of transparency and also exhausting.
