Abstract

In Indonesia, there are many cases of sexual abuse against children and every year it increases, and Pekanbaru City is no exception. Therefore, a special institution is needed to assist in granting the rights of victims of sexual abuse to children, the institution is UPT PPA which is an extension of the Office of Women's Empowerment and Child Protection. And after the author conducted research, it turned out that there were still obstacles faced by UPT PPA staff that made their performance less than optimal, such as facilities that were less representative and several other problems. In writing this thesis, the problems that the author examines are, How is the restoration of the rights of victims of sexual harassment in the context of implementing child protection carried out by UPT PPA Pekanbaru City and what are the obstacles faced by UPT PPA Pekanbaru City in restoring the rights of victims of sexual abuse in the context of implementing child protection in Pekanbaru City. This research was conducted using Empirical Legal Research/Sociological Legal Research, namely research using a field study approach. While seen from its nature is descriptive analytical. The data that the researcher get consists of primary data and secondary data. Primary data is data that the researcher obtained from research respondents with data collection tools in the form of interviews and questionnaires. While secondary data in the form of legislation, books, journals, articles, internet and so on. The results of the study concluded that the granting of the rights of child victims of abuse carried out by UPT PPA Pekanbaru City, namely Providing Hotline Service 0812-7799-3737, Providing mobile car services, Providing information about services for women and children victims of violence and prevention efforts, Providing referrals for medical services by partnering with relevant agencies, Providing legal assistance services in partnership with the police, prosecutors and judiciary, Providing psychological consulting services, Providing safe home services in partnership with the Social Service and the Agency for Community Empowerment and Family Planning, Conducting Home Visits to find out the condition victims, Conduct education and training, Conduct anti-violence campaigns against women and children in every sub-district using leaflet media. The obstacles faced were the lack of infrastructure, the psychological condition of the child who was unable to provide information or information related to what he was experiencing, the fading spirit of the victim to get his rights due to the length of the case settlement process, unilateral decision making from the family, lack of understanding of the related community. protection of child victims of sexual abuse.
