Abstract

Community activities always run continuously every day. Every human being has his own activity. In their activities, humans will always produce dirt or remnants of their daily activities. Whether it's at home, at the office, and anywhere else, it will always produce what is called residual activity or garbage. Garbage is one of the problems that cannot be avoided by the presence of residents. Garbage is waste material in solid or semi-solid form resulting from human or animal activities. The level of the population of Indonesia is increasing, the role of the government should be to reduce waste every day, even though it is considered very difficult, but if the community and the government can work together, it will cause this to happen. In the case of community waste collection, a user fee will be charged to the Pekanbaru City government. Retribution is also regulated in "Regional Regulation Number 10 of 2012 concerning Waste/Cleanliness, namely in Article 1 Paragraph 22 "Payment of regional retribution is the amount of obligation that must be fulfilled by the levy mandatory". As for the main problems in: 1) How is the implementation of the collection of cleaning fees in the Labuh Baru Barat sub-district based on regional regulation number 10 of 2012 concerning user fees?. 2. What is the inhibiting factor in the implementation of the collection of cleaning levies based on regional regulation number 10 of 2012 concerning waste retribution? The research method used in this research is Observational Research (field research) by using the method of data collection tools, namely by conducting question and answer interviews. This research also uses a survey method that is descriptive in nature, namely by examining directly the existing data and supported by primary data and secondary data. The result of the research is that community activities always run continuously every day. Every human being has his own activity. In their activities, humans will always produce dirt or remnants of their daily activities. Whether it's at home, at the office, and anywhere else, it will always produce what is called residual activity or garbage. Garbage is one of the problems that cannot be avoided by the presence of residents. The increase in population causes an increase in population activity which means that it can also increase the amount of waste piles, this is due to the many sources of waste that have sprung up such as housing, tourist attractions, and other public facilities which can cause the volume of waste to increase. However, in the collection process, there are often obstacles with people who are reluctant to pay waste fees. And there is still a lack of public awareness of environmental cleanliness and the impact of environmental damage that will be obtained by the community itself. The Pekanbaru City Regional Regulation has regulated the retribution for this waste. From the dues that must be paid to the distribution of waste and others.
