Abstract

Correctional Institution (LAPAS) is a place or appropriate for conducting prisoner. Correctional Institution as the final stage in the criminal justice process is an important instrument for the implementation of order in people's lives. The phenomena that occur in prisons such as overcrowded, riots, the existence of luxury cells and many others are challenges that must be faced by correctional officers. In one of the Correctional Institution Class II A in Pekanbaru, overcrowded pheomena is unavoidable. For the total capacity of 771 people, there are 1.519 prisoners in that Correctional Institution. Therefore, progressive steps are needed such as the provision of social reintegration programs such as Parole (PB), Leave before Being Released (CMB), Conditional Leave (CB) for prisoners in Correctional Institution. In this research, there are two formulations of the problem, which is: How is the Implementation of the Social Reintegration Program for Prisoners in Correctional Instituion Class II A Pekanbaru and what are the obstacles faced in the implementation of the social reintegration program. The method that will be used in this research is a qualitative research method with a descriptive analytical approach, by going directly to the field which in this case is the Correctional Instituion Class II A Pekanbaru. The data used in this study are derived from interviews, questionnaires, literature books, legal journals and laws. The results of the study indicate that the implementation of the social reintegration program at the Correctional Instituion Class II A in Pekanbaru has been carried out well in accordance with the applicable rules, namely based on Law Number 12 of 1995, PP 31 of 1999 and Permenkumham Number 3 of 2018 regarding terms and procedures, how to grant remission, assimilation, leave to visit family, Parole (PB), Leave before Being Released (CMB), and Assimilation. The factors that hinder the implementation of this program are in terms of letters of guarantee, the domicile of the prisoners' families from the willingness of the prisoners themselves.
