Abstract

The problem of clean water is still a problem that must be solved immediately so that it is easy for the community to get a clean water supply. There are still many people who complain about this, especially in the Bagan village on vacation, the lack of clean water in the village, if/when the dry season arrives, it makes it difficult for people to get clean water. So that the local community is very difficult to meet their primary needs. For this purpose, the Pamsimas program was created. The Pamsimas program has a function as a source of clean water that is decent and flowed to the homes of local communities. However, the implementation is still constrained by several problems, especially in Bagan Melibur Village. The objective is to evaluate the community-based drinking water and sanitation program in Bagan Melibur Village, Merbau Spectacle, Meranti Islands and its obstacles. The method used is a qualitative method; the informants are the Village Head, the Chief Executive of the PAMSIMAS program, the assistant to the chief executive and the Executive Secretary of the program. Data collection techniques are interviews, observation and documentation. This study concludes that the evaluation of the Pamsimas program in Bagan Melibur Village in 2020 shows that the physical development of the Pamsimas program has been carried out well but the research shows that various achievements before and after the program have not changed for the better in providing clean water and sanitation to the community. Pamsimas is not used by the community because the village is located along the riverbank. The Pamsimas program budget is running smoothly but the results provided at the Pamsimas sustainability stage are in a non-functioning condition (red). The inhibiting factors that affect the Pamsimas program include external factors, namely the lack of public awareness about clean and healthy living behavior (PHBS), the lack of community participation in the Pamsimas program, facilities not functioning. Meanwhile, the internal factors are the lack of coordination and the inactivity of BPSPAMS.
