Abstract

This thesis discusses the Implementation of Licensing in Establishing Buildings and Contribution to the Local Revenue of the One-Stop Investment and Integrated Services Office in Kampar Regency. The phenomenon in this study in 2016 to 2017 Local Revenue was stable but in 2018 there was a drastic decline due to the lack of retribution from Building Permits. The main problem in this research is How is the Implementation of Building Permit and its contribution to the Regional Original Income in Kampar Regency? What are the inhibiting factors in the implementation of Building Permit and its contribution to the Original Local Revenue in Kampar Regency. This research is classified into the type of observation research, using data collection tools in the form of interviews and documentation studies, this research is descriptive. Population and sample using purposive sampling technique. Source of data using primary data, data obtained from research results in the field. Secondary Data, data obtained from the review of library materials. Implementation of Building Permit in an effort to increase local revenue (PAD) especially in the area of ​​Building Permit Retribution (IMB) has not been running optimally because the services have not been efficient and effective. The quality service makes people feel satisfied with the service. This includes licensing services that have the authority to grant permits to the public by regulating, coordinating, and overseeing the licensing process. While the contribution made by the IMB levy on PAD is still lacking. Because the contribution of Local Revenue in 2018 decreased by 3.40%. The obstacle of the One-stop Investment and Integrated Services Office of Kampar Regency in implementing Local Regulation Number 9 of 2012 concerning Building Permit Retribution. The obstacles that arise are as follows: Lack of public awareness, limitations of Human Resources, lack of Government Socialization, lack of supervision, and the final control of time and cost, this is because the community is overshadowed by the high cost of processing a Building Permit. The role of the community in building permits is very much needed, because building permits are directly related to the Regional Spatial Plan and at the same time can increase the local revenue from the Building Permit retribution sector. The contribution given by the Building Permit levy to the Regional Levies is on average quite good. While the contribution given Building Permit levy to the Original Local Revenue is still lacking.
