Abstract

The agency authorized to issue permits for the establishment of educational institutions for children at this age is the Dumai City Investment and One Stop Integrated Service (DPMPTSP). This authority was previously held by the Dumai City Education and Culture Office. This adjustment to the authorization framework affects both grant producers and previous permit holders, due to changes in the conditions that must be met for the issuance of permits. The formulation of the problem in this research are: 1) Is the implementation of granting permission for the establishment of PAUD in Dumai city in accordance with the Regulation of the Minister of Education and Culture Number 84 of 2014 concerning the Establishment of an Early Childhood Education Unit?, 2) What are the inhibiting factors in the implementation of granting an establishment permit? PAUD in Dumai city based on the Regulation of the Minister of Education and Culture Number 84 of 2014 concerning the Establishment of an Early Childhood Education Unit in 2021? This type of research is sociological law. This research goes directly to the field through observation and interviews. The nature of this research is descriptive which explains in full about the implementation of granting permits for the establishment of PAUD in the city of Dumai in accordance with the Regulation of the Minister of Education and Culture Number 84 of 2014 concerning the Establishment of Early Childhood Education Units. The results of this study are the implementation of granting permits for the establishment of PAUD in the city of Dumai based on the Regulation of the Minister of Education and Culture Number 84 of 2014 concerning the Establishment of an Early Childhood Education Unit, namely the applicant submits an application for an establishment permit to the head of the Dumai City education office by attaching the requirements for establishing an PAUD unit. The Dumai City Education Office reviewed the application and the results of the study were in the form of recommendations to the Dumai City DPMPTSP. The Head of Dumai City DPMPTSP issues a permit for the establishment of PAUD units within 60 of the recommendation being received. After all verification is complete, the Dumai City DPMPTSP will issue an operational permit for the PAUD concerned by providing an operational permit number. The inhibiting factor in the implementation of granting permits for the establishment of PAUD in the city of Dumai based is a convoluted and complicated procedure and the lack of maximum supervision by the Pekanbaru City government on performance DPMPTSP Dumai City.
