Abstract

The existence of the organization of the Secretariat of the Council is an integral part of the government, both provincial and district / city whose existence is an inseparable part when discussing the performance of the DPRD, so far some circles do not really understand the presence of the DPRD (Sekwan) secretariat in their daily lives, this research aims to analyze the role of the House Secretariat in assisting the administration of the functions of the Provincial Regional House of Representatives. This research is a qualitative descriptive study with the location of the research at the Riau Provincial Council Secretariat office. The informants of this study were 10 (ten) Officials / Staff within the Secretariat of the Riau Provincial Council. Data analysis techniques using triangulation techniques that match data between interviews, observations with documentary evidence or other opinions. In general, the results of research in the implementation of the representative functions of the Provincial DPRD, the Secretariat of the Riau Provincial Regional Representative Council turned out that the staff in supporting the three functions of the DPRD only facilitated the need for completeness, the Council Secretary who was indeed a Civil Servant and was seconded to serve the Provincial Regional Representative Council and the needs DPRD has not yet fully run optimally, it's just that as a whole As a staff even though it only facilitates all the needs of the DPRD, the performance is further improved so that in supporting the legislation function the staff can be more observant in preparing the implementing legal experts. And is expected to take part more often in education and training. As for the factors that constrain the Secretariat of the Riau Province Council in assisting the functions of the Riau Provincial Regional Representative Council as seen from the Riau Provincial DPRD Secretariat, officials often view their own duties as the most important tasks compared to other tasks, The existence of excessive division of labor or specialization in organizations, Lack of ability of leaders to carry out coordination. Suggestions are expected to the Secretariat's administrative staff to be directly involved in the implementation of the three DPRD functions.
