Abstract

THE ROLE OF SOCIAL SERVICES IN DEVELOPING PENGEMIS AND INDEPENDENT IN PEKANBARU CITY Abstract By Hafiz Saputra Hasan Social welfare problems have long been occurring and have become the work of the government from time to time, social welfare is one aspect of the country's goals, how the government can achieve this condition by carrying out its service and empowerment functions, especially in Pekanbaru City, the problem of social welfare, especially beggars and homeless people. which is not new anymore, the number of beggars and homeless people is increasing from year to year so that the Pekanbaru City government through the Social Service is required to take preventive or coaching actions, therefore the authors are interested in conducting research on the Role of Social Services in Fostering Beggars and Homeless in Pekanbaru City. This study uses the coaching theory according to Santoso, namely planning, coaching, directing and training. This type of research is descriptive qualitative, with interviews and observations as data collection tools, after conducting research, data collection and analysis, it can be concluded that the role of the Pekanbaru Social Service in planning, guiding, directing, education and training is in accordance with the regulations as well as the vision and mission of Pekanbaru City Social Service, namely the realization of social welfare for people with social welfare problems, it can be seen from the implementation of the role of the Social Service and fostering homeless people and beggars in Pekanbaru City that has been going quite well. Some of the inhibiting factors are a lack of human resources, a lack of budget for guidance programs and a lack of awareness of beggars and homeless people who have been fostered and are returning to the road.
