Abstract
One of the spirit of bureaucratic reform is that of the apparatus management system, the government established Law Number 5 of 2014 concerning State Civil Apparatus, there is a mandate to implement a merit system in the hope that the bureaucracy will be more professional and more neutral, because its application is in conformity between the skills possessed by an employee and the position entrusted to him. This study aims to explain the evaluation of the implementation of the Open Selection of Primary Management Officers in the Riau Provincial Government Environment by the Regional Personnel Agency. This research method is qualitative in order to provide a systematic and accurate picture of the facts of the object being studied. Informants in this study were 8 (eight) people. Data analysis techniques used are data reduction and data presentation. In general, the results of research on the Evaluation of the Open Selection Implementation of Primary High Leaders in the Riau Provincial Government Environment, seen from the indicators of management functions which include: Preparation, Implementation and Evaluation that, in the Stages of Open Selection Implementation, filling the positions of Primary High Leaders in the Province Riau is quite effective, but has not fully followed the provisions of the Statutory Regulations governing the filling of the Primary High Leadership Position. This can be seen from the nonfulfillment of the provisions of filling pratama high leadership positions mandated by the ASN law and Permenpan Number 13 of 2014 concerning Procedures for Filling Openly High Leadership Positions in Government Agencies. The obstacles or obstacles that occur during the implementation of the Primary High Leadership Position Selection within the Riau Province Government environment, namely: first, Legislation, Weaknesses in the recruitment system of high-ranking pratama officials this time due to the absence of technical instructions that can really be used as guidelines by each regional government in carrying out the selection process for their high-ranking officials; Second, seen from the institution, there is still a lack of planning guidelines in the selection process; Third, the limited facilities and supporting infrastructure for conducting medical and psychological tests.
