Abstract

This study aims to find out how the implementation of Perda No. 14 of 2016 concerning Parking Levies on the Side of Public Roads by the Transportation Agency of Pekanbaru City and to determine the inhibiting factors for the implementation of Perda No. 14 of 2016 concerning Parking Charges on Public Roads by the Transportation Office of Pekanbaru City. Indicators for the implementation of Perda No. 14 of 2016 concerning Parking Charges on the Side of Public Roads by the Transportation Office of Pekanbaru City which are used include Communication, Resources, Disposition and Bureaucratic Structure. This research is located at the office of the Pekanbaru City Transportation Office which is located at Jalan Tenayan Raya Pekanbaru, then the type of research used in this study is a qualitative research method in which qualitative researchers try to construct meaning about a phenomenon based on the views of the participants and observation, interview and documentation as data collection tools. The key informants in this study were the Head of the Department of Transportation, the Head of the UPT Parking, three parking attendants and two motorbike riders. Types of data collection consist of primary data, secondary data. While the technical data analysis is clarified with data obtained from interviews, field notes and documentation by organizing data into categories, describing them into units, synthesizing, arranging into patterns, choosing which ones are important and being studied and making conclusions so easily understood by oneself and others, Implementation of Perda No. 14 of 2016 concerning Parking Charges on Public Roads by the Transportation Agency of Pekanbaru City in the results of interviews and observations that there are still some shortcomings and obstacles.
