Abstract

Regional administration is implemented not only by central government but also local government. Regions have authority to regulate and manage its government affairs in regional autonomy. Local government should have adequate financial resources for governmental administration and regional development, whereas it is a standard of regional income and other economic resources. To improve income, local government should be more innovative and creative especially in managing and developing region potential. As Sawahlunto city is actively developing tourism in accordance with Regional Regulation No. 2 of 2011 that make Sawahlunto as cultured mining tourism city in 2020 which is fully supported by government of West Sumatera. This research was aimed to study provincial government policy in realizing Sawahlunto as cultured mining tourism city and analyze supporting and inhibiting factors were faced in realizing Sawahlunto as cultured mining tourism city. This thesis is an observation research using interview method by giving direct questions openly, studied documents and written data, read laws code and normative legal rules regarding the objects. It used analysis content as data collecting method by analyzing data obtained from vocabulary approach and sentence pattern approach. This research was aimed to answer the following problems formulation: West Sumatera government policy in realizing Sawahlunto as cultured mining tourism city and supporting and inhibiting factors were faced by West Sumatera government in realizing Sawahlunto as cultured mining tourism city. Results of this research are, firstly, policies conducted by West Sumatera government with department of toursim and creative economy to accomplish aims of Sawahlunto city. Those are strategic plan of tourism department and availability of tourism development fund. Secondly, supporting and inhibiting factors were faced in implementation of Sawahlunto development strategy which the supporting factors were good citizen, nature and culture also valuable tourism objects. Meanwhile, the inhibiting factors were limited access and human resources in managing tourism objects.
