Abstract
Land Registration is regulated by Government Regulation Number 24 of 1997. The Government accelerates the Land Registration by issuing PERMEN ATR / BPN Number 6 of 2018 concerning the Acceleration of Systematic Complete Land Registration (PTSL). Land registration policy through PTSL is motivated because of the interests of the community, namely the uncertainty of ownership law and land boundaries, the existence of government interests in the formulation of laws and regulations in the field of land as a basis for implementing land administration policies, in addition to this, land information needs to be provided in map and list forms, so it is expected that by 2025 all land in the Republic of Indonesia has been mapped and registered. Based on this background, the problems to be investigated in this research are: How is the implementation of PTSL, what factors influence the successful implementation of PTSL, what strategies are used in accelerating the implementation of PTSL, and the impact arising from breakthroughs made by the government in accelerating the implementation of PTSL with the locus is the Indragiri Hilir Regency Land Office. This study uses a Survey Research Method, with the sample of this research being the people who registered their land in the PTSL implementation at the Indragiri Hilir Regency Land Office which was determined based on the purposive sampling method. In addition to respondents from the community (100 people), other respondents were also taken, namely the Head of the Land Office of Indragiri Hilir Regency (1 person), the Chair of the Adjudication Committee (1 person), and the Village Head of the chosen location (4 people). Data collection was carried out with a questionnaire distributed to 100 people, in addition to the results of interviews with respondents other than the community. The results showed that the implementation of PTSL at the District Land Office. Indragiri Hilir is in accordance with PERMEN ATR / BPN No. 6 of 2018 but needs to be completed and refined by submitting the results of the 2018 PTSL implementation activities by the head of adjudication to Kakantah Kab. Inhil. There are 2 (two) factors that influence the successful acceleration of PTSL implementation, namely internal factors consisting of interpretations of PTSL, Human Resources, Availability of Facilities and Infrastructure, and external factors, namely the diversity of geographical conditions, willingness and ability of the community, external assistance, and definitive boundaries. The main determining factors in achieving targets need to be optimized with the PTSL Implementation Acceleration Strategy. From the breakthroughs made by the government in PERMEN ATR / BPN Number 6 Year 2018 in the Acceleration of the Implementation of PTSL, it has both positive and negative impacts on the community and the government, so it is necessary to revise or make PTSL acceleration rules in the form of Government Regulations.
