Abstract
The phenomenon of gambling is still rife in society, interestingly it is no longer done by men, but also by women. Women do not only act as gambling players, they even become agents of gambling. In this study, housewife was the gambling agents. The researcher argues that the main reason women become gambling agents is rational choice. When they are faced with the necessities of life, while having the ability to meet their needs, illegal activity by becoming gambling agents becomes the solution. This research uses qualitative methods with data collection techniques in the form of observation, interviews and documentation. Based on the results of the study, it was found that the expectation of economic benefits, the small risk of being caught, the small risk of punishment, and the limited legal activity have become the causes of a housewife to become an agent of illegal toto gambling or lottery.
