Abstract

Rejosari flats are flats with low -income residents who are managed by the Dinas Pekerjaan Umum Pekanbaru City . It is located around the city limits, so outreach is quite far from the city center. As a result, the situation is less attention. Many rusunawa feel less satisfied with the services provided by the Dinas Pekerjaan Umum Pekanbaru City , such as in the mai ntenance management is lacking, as well as many factors that affect the low rusunawa occupancy . This research used a descriptive qualitative methodology, and scoring,. This research used data primer contains field observation and giving quesioner data sekunder. That contains thye data of the institute that related to the research. From this st udy, the findings obtained are identified the 3 highest factors that affect the level of occupancy, namely the first social interaction of residents in the low -rise apartment not accustomed to social interaction in the low -lying apartment with a score of 66.55%, secondly the humanist low- cost flat housing design that is not humanistic low-cost flat housing design for elderly residents because occupied by young families but also elderly families with a score of 73.79%, T he third and the highest minimum area of privacy is the limited personal space for residents of low-rise apartment with a score of 96,89%. This is a problem that affects the level of Rusunawa occupancy.
