Abstract

The DMIJ program aims to provide legal guarantees and certainty to the rights and obligations of everyone to be involved and involved in the process of managing village development. The DMIJ program is implemented with a community empowerment approach, and for this reason it is hoped that community awareness itself will be more involved in the process of implementing the DMIJ Program in order to be able to carry out development in the village where the community lives. To find out the success of development programs and efforts to improve the welfare of rural communities is largely determined by the participation of the community. This study aims to determine the level of community participation in the implementation of the Program Desa Maju Inhil Jaya (DMIJ) in Reteh District, Indargiri Hilir Regency. To achieve the objectives, there are 2 (two) research objectives, namely the DMIJ Program identified in Reteh District and the level of participation of the DMIJ Program in Reteh District, Indragiri Hilir Regency. This research uses qualitative and quantitative analysis methods. Qualitative analysis was used to identify the DMIJ Program in Reteh District. Quantitative analysis is used to measure the level of community participation in Reteh District. The level of participation used in this study is based on theory Sherry Arnstein's (1969). The DMIJ program that has been implemented in Reteh Subdistrict, Indragiri Hilir Regency is divided into 2 (two) areas of village development, namely the implementation of village development and the field of village community development. The results of the analysis that researchers have done for the level of community participation in the planning of the Program Desa Maju Inhil Jaya (DMIJ) are at the third level of the eight steps of Arnstein's participation which is at the information level (informing). Whereas At the level of community participation in the implementation of the DMIJ Program in Reteh District is at a moderate level of participation. Where the community has been involved in the implementation of development in the village, especially in carrying out mutual cooperation for development in the village.
